Having effective PMP and Hong Kong government project experience is a hard requirement
Job Description
• Project Management: Responsible for the full life cycle management of Hong Kong government information and communications technology (ICT) related software projects, including project planning, execution, monitoring and closing, ensuring that the project progresses and is delivered according to plan. Work closely with the technical team to ensure that the project meets the requirements of information and communications technology (ICT) in terms of technical selection and domestication, such as compatibility with domestic operating systems and databases.
• Team Management: Lead and manage project teams, allocate tasks reasonably, clarify responsibilities, and motivate team members to improve work efficiency and cohesion. Focus on cultivating team members’ Xinchuang project management abilities and promoting team professional growth.

• Risk control: Sensitively identify potential risks in the project, develop and implement risk response strategies, and ensure the smooth progress of the project. Focus on technical risks, policy risks, etc. in the information and communication technology (ICT) project, and develop response plans in advance.

Job Requirements
• Education background: Bachelor's degree or above, Computer Science, Software Engineering, Project Management, Information Management, etc. related professional background is preferred.
• Professional certificates: Have PMP (within the validity period, Project Management Professional) , Information System Project Management Officer, etc. Project management related certificates, those who have information and communication technology (ICT) related certifications or training experiences are preferred.
• Experience requirement:
o Working years: More than 10 years of work experience, of which at least 6 years of project manager experience, and at least 3 years of government software project experience.
o
• Skills required:
o Language skills: Fluent in Cantonese, English sufficient for daily work. Able to read and write Chinese and English documents fluently, with good Chinese and English presentation skills.
o Professional skills: Master the core knowledge of project management, including scope, schedule, cost, quality, resources, communication, risk, procurement, stakeholder management, etc., and have strong planning, execution and control abilities. Understand the information and communication technology (ICT) project technical standards and guidelines, such as the domestic software compatibility standard, etc.
o Technical skills: Familiar with common software development technologies and architectures, such as domestic operating systems, databases, and middleware, and able to effectively communicate and collaborate with technical teams.
• Personal qualities:
o Communication skills: Strong communication and interpersonal skills, able to establish good cooperative relationships with customers of different levels, team members and other relevant parties, especially able to effectively communicate with Hong Kong government customers.
o Negotiation skills: Have excellent negotiation skills when communicating with customers on project scope, progress, and cost, and ensure maximum company benefits while meeting customers' requirements for innovative software.
o Problem-solving ability: When faced with problems in a project, especially technical difficulties and policy barriers in a Xinchuang project, I can quickly analyze the causes, propose solutions, and coordinate resources to solve them.
o
o Teamwork spirit: Have good teamwork spirit, be able to collaborate and work with colleagues from different departments, and jointly promote project progress.
