Executive Summary

A growing higher education institution in the Greater Bay Area is investing in digital infrastructure and seeking a senior CIO to lead the Information Technology Office (ITO) and drive digital transformation. The CIO reports to the President via the Vice President (Administration and Corporate Development).

Major Responsibilities

• Strategic IT Advisory: Advise senior leadership on IT directions supporting teaching, learning, and administration.

• Digital Transformation: Set IT strategy, policies, budgets, and workforce plans; build capability for transformation using emerging technologies (including AI).

• Enterprise Systems: Lead planning, implementation, and lifecycle management of enterprise systems.

• Infrastructure & Process Innovation: Oversee campus IT infrastructure and security; improve operations through process re-engineering and workflow automation.

• Service Excellence: Improve the quality, responsiveness, and delivery of IT support services.

• Governance & Security: Ensure security, integrity, and optimal performance of IT systems with strong governance and controls.

• Smart Campus Development: Track tech trends and support continuous development of a sustainable smart campus.

Key Requirements

• Education: Degree in IT, Computer Science, AI, or related field; higher degree preferred.

• Senior Leadership: Extensive senior-level experience in IT planning and management (preferably in higher education).

• Change Management: Proven ability to lead organizational change and cross-functional teams.

• Strategic & Technical Breadth: Deep experience in IT infrastructure and information systems; knowledge of latest IT/IS/AI trends.

• Stakeholder Management: Strong communication and collaboration skills.

• Analytical & Strategic Mindset: Strong problem-solving and strategic thinking.

• Language: Fluent in English and Chinese (Putonghua preferred).
